Solar positioning and Hydro Meter

Looking for solar position help:
I'vejust temporarily placed 2 panels facing south-east, they are on the ground. they're generated some electricity that's offsetting my power bill directly

Option 1:
One location is on a west facingsmall shed which limits me to two, maybe three panels which can get shaded a bit in the morningby power lines and pole.

Option 2:I can mount them on an east facing garage roof which I can probably mount 6-8 panels.
Phase 1 would be to just static mount them facing east, phase two (or phase never as it sometimes referred to)is some sort of scissor style threadmechanism (single axis)to lift them to face some what South East. this would be arduino controlled tracker to optimize the sun during the morning and early afternoon (8am - 2pm ish)

Option 3: I can put half the panels on the east and half the west side.

Now for the Hydro meter. it's an old meter 1991. I powered off all essential items and the inverter was spinning the dial backwards. does this mean that the meter is running backwards? or do I have to wait and see ifthe reading is also going backwards? it's tough to know since I'm only running two panels and the small dials don't move.

suggestions appreciated.
