I have done some research into the posting laptop batteries (within Australia only)
I believe you can send laptop batteries, if the follow procedures are followed:

1) If using Australia Post, the package must be posted at a post office not dropped into a street box

2) Pack the batteries individually as to ensure none of the battery packs are in contact with each other. I suggest that you wrap each individual Battery pack in 2 layers of bubble wrap and cover tightly all over with packing tape.

3) The package must be capable of withstanding a 1.2 m drop test in any orientation without damaging the contents of the package.

4) The maximum total weight of the package must not be heavier than 30 kg

5) The package must be labelled

a) Road Transport Only (written In red text)

b) Lithium ion batteries

c) Handled with care

d) Flammability hazard exists

e) Instructions on how to inspect and repack the batteries if the package is opened or damaged.

eg: If this package is damaged, ensure that the batteries are packed individually as to ensure none of the battery packs are in contact with each other.
Wrap each individual Battery pack in 2 layers of bubble wrap and cover tightly all over with packing tape.

f) For additional information contact (your phone number)

g) This package complies with Australian Dangerous Goods Code Edition 7.3, August 2014 (This is not a requirement, but might help make a smooth transition at the post office)

6) Have a accompanied document that includes all the items above in section 5

I haven't tried it yet, but I'll give it a go and let you know how it goes

Disclaimer:
The above is only a brief summary that I believe apply specifically to Laptop Batteries only. This is only my interpretation of the documents listed below and may not be correct or contain all the requirements. I am not qualified to interpret regulations and therefore the information is not reliable and should not be used. Please read the full documents listed below in the References.

When I had something delivered that was "Road Transport Only" and "Flammable" it was by Toll logistics.
Would be worth seeing what their pricing is compared to Austpost.

Thank you so much sharing this..I will let you know if i have any query on this..
I have some trouble with my laptop currently..so I have to to fix it any cost.
