new to this, but where can you get them under $1/cell?

Are you talking about used laptop packs or buying brand new cells?

I guess its a matter of balance, used with life is probably the best TCO, but cannot see where to buy them...

You buy them from computer repair shops primarily. I just got a big lot at $0.75/lb. That's about $0.50 per pack, or 8 cents per cell if we assume they are 6 cell packs.
Solar Setup: 9x 320w panels, PCM60X charge controller
Battery Setup: 14x 120 cell 18650 packs, 48v configuration

Recommended Items:
Opus BT-C3100, Cell Heat Shrink, 4-Cell Holders

Yes, but people buy the dead cells on eBay. Don't ask... I don't know why, but they do. You end up profiting on them. Maybe they turn them in to a recycler for scrap value or something.

I typically buy them bulk for LESS than $1 per pack, mind you I buy 1000 packs at a time..

edit: I also don't barter, if it's a fair price I buy them out of everything they have and guarantee to do so for another 12 months. If the price is unfair, I say thank you for your time and walk away. Seems to get a batter response that way..

The highest I've seen is $4 per pack. I certainly walked away from that place shaking my head. To this point I haven't paid a cent.

Guys, remember when you pay these absurd prices, you're reinforcing the fact that they CAN get that much for them and they're going to keep selling them that high. If you walk away, it sends a message that they're too high. Don't cave and pay stupid prices for scrap batteries...

A quick question about the pricing.
You mention on the solar side you have 195w x 15 and they cost $420 in total.
Is this for the solar panels themselves? If so where can I get them from, I'll get them shipped over here to the UK for that price.
:-)
